Does il est exact / c’est exact require the subjunctive?

Il est exact / C’est exact may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:

Par exemple…

Il est exact / C’est exact que tu as quatre chiens.
It is true that you have four dogs.

Il n’est pas exact / Ce n’est pas exact que tu aies quatre chiens.
It’s not true that you have four dogs.

Est-il exact / Est-ce exact que tu aies quatre chiens?
Is it true that you have four dogs?

 
Il est / C’est exact is an impersonal expression.
