Does il est exact / c’est exact require the subjunctive?

Il est exact / C’est exact may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:

Par exemple…

Il est exact / C’est exact que tu as gagné.
It is true that you won.

Il n’est pas exact / Ce n’est pas exact que tu aies gagné.
It’s not true that you won.

Est-il exact / Est-ce exact que tu aies gagné ?
Is it true that you won?
