Does il est certain / c’est certain require the subjunctive?

Il est certain / C’est certain may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:

Par exemple…

Il est certain / C’est certain que le chien vient quand tu l’appelles.
It’s certain that the dog will come when you call it.

Il n’est pas certain / Ce n’est pas certain que le chien vienne quand tu l’appelles.
It’s not certain that the dog will come when you call it.

Est-il certain / Est-ce certain que le chien vienne quand tu l’appelles ?
Is it certain that the dog will come when you call it?

 
Il est / C’est certain is an impersonal expression.
