Considérer may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:
Par exemple…
Je considère que tu as réussi.
I consider (think) you’ve succeeded.Je ne considère pas que tu aies réussi.
I don’t consider (think) you’ve succeeded.Considères-tu que j’aie réussi ?
Do you consider (think) I’ve succeeded?
