Does il paraît require the subjunctive?

Il paraît may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:

Par exemple…

Il paraît que la table est faite à la main.
It seems that the table is handmade.

Il ne paraît pas que la table soit faite à la main.
It doesn’t seem that the table is handmade.

Paraît-il que la table soit faite à la main ?
Does it seem that the table is handmade?

 
Il paraît que is an impersonal verb construction.
