Does il est sûr / c’est sûr require the subjunctive?

Il est sûr / C’est sûr may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:

Par exemple…

Il est sûr / C’est sûr qu’il est à l’heure.
It’s certain that he’ll be on time.

Il n’est pas sûr / Ce n’est pas sûr qu’il soit à l’heure.
It’s not certain that he’ll be on time.

Est-il sûr / Est-ce sûr qu’il soit à l’heure ?
Is it certain that he’ll be on time?

 
Il est / C’est sûr is an impersonal expression.
