Yes, accorder requires the subjunctive:

J’accorde que tu fasses un meilleur gâteau que moi.
I grant that you make a better cake than I.Je n’accorde pas que tu fasses un meilleur gâteau que moi.
I don’t grant that you make a better cake than I.
