Does il est douteux / c’est douteux require the subjunctive?

Il est douteux / C’est douteux may require the subjunctive, depending on whether it is used affirmatively, negatively, or interrogatively:

Par exemple…

Il est douteux / C’est douteux qu’elle vienne nous chercher.
It’s doubtful that she’ll come to pick us up.

Il n’est pas douteux / Ce n’est pas douteux qu’elle vient nous chercher.
It’s not doubtful that she’ll come to pick us up.

Est-il douteux / Est-ce douteux qu’elle vienne nous chercher ?
Is it doubtful that she’ll come to pick us up?

 
Il est / C’est douteux is an impersonal expression.
